In June 1865 postage stamps of previous issues have been reissued on paper without watermark and with a smaller perforation. This was due to the fact that the stamps of the 2nd and 3rd issues were heavily perforated (12 x 12½) and when separated from the sheet is often damaged. It was therefore decided to return to the issue of stamps with small perforations (14½ x 15).
Stamps were put into circulation in sheets of 100 in four blocks of 25 (5x5) with vertical and horizontal gutters between blocks.
Halves of stamps 20 kopek, cut diagonally or vertically exist: they were used instead of stamps 10 kopek.
