In 1864 regulations were introduced by which foreign correspondence could be prepaid with .. Read more »r/>postage stamps. This required the issue of additional postage stamps with values of 1,3 and 5 kopek. The new stamps could also be used to prepay both ordinary private inland letters of the City post in accordance with the accepted rates.

Stamps were put into circulation in sheets of 100 in four blocks of 25 (5x5) with vertical and horizontal gutters between blocks.
